Terms & Conditions

For the purposes of these Terms & Conditions, the following definitions apply throughout this document:

• "panalibet," "we," "us," or "our" refers to the operator of the panalibet platform accessible at panalibet.asia, operating under PAGCOR regulations.
• "Platform" refers to the panalibet website, all associated web pages, mobile-optimized interfaces, games, betting markets, and related services accessible through panalibet.asia.
• "Player," "you," or "your" refers to any individual who accesses, registers on, or uses the panalibet Platform in any capacity.
• "Account" refers to the registered user account created by a Player on the panalibet Platform, including the associated wallet balance, transaction history, and personal information.
• "Real Money Play" refers to any wagering activity conducted using funds deposited into a Player's panalibet Account wallet.
• "Bonus Funds" refers to any promotional credits, free bets, cashback amounts, or other non-cash incentives credited to a Player's Account by panalibet.
• "PAGCOR" refers to the Philippine Amusement and Gaming Corporation, the regulatory body governing licensed gaming operations in the Philippines.
• "Applicable Law" refers to all laws, regulations, and regulatory guidelines of the Republic of the Philippines that apply to online gaming operations, including but not limited to PAGCOR regulations.

By accessing the panalibet Platform, creating an Account, or placing any wager, you unconditionally accept and agree to be legally bound by these Terms & Conditions, together with our Privacy Policy and any additional rules, guidelines, or policies published on the Platform from time to time.

If you do not agree with any part of these Terms, you must immediately cease using the panalibet Platform and close your Account if one has been created. Continued use of the Platform following any amendment to these Terms constitutes your acceptance of the revised Terms.

These Terms are written in English. In the event of any inconsistency between an English version and any translated version of these Terms, the English version shall prevail.

To register and maintain an Account on panalibet, you must satisfy all of the following eligibility requirements at all times:

• You must be at least 21 years of age, in accordance with PAGCOR regulations governing online gaming in the Philippines.
• You must be a resident of the Philippines or otherwise legally permitted to access and use online gaming services under the laws of your jurisdiction.
• You must not be a resident of any jurisdiction where online gambling is prohibited by law.
• You must not be a current employee, contractor, director, or officer of panalibet, or an immediate family member of any such person.
• You must not have been previously excluded or banned from the panalibet Platform or any other PAGCOR-regulated gaming platform.
• You must provide accurate, complete, and current personal information during registration, including your full legal name, date of birth, Philippine mobile number, and a valid email address.

panalibet reserves the right to request documentary proof of identity and age at any time, including but not limited to a government-issued Philippine ID, passport, or driver's license. Failure to provide satisfactory documentation within the timeframe specified by panalibet may result in Account suspension and withholding of funds pending verification.

Each individual may register and maintain only one Account on the panalibet Platform. The creation of multiple Accounts by a single individual is strictly prohibited and will result in the closure of all associated Accounts and forfeiture of any balances therein.

You are solely responsible for maintaining the confidentiality of your panalibet Account credentials, including your username, password, and any two-factor authentication codes. You must not share your login credentials with any third party under any circumstances.

All activity conducted through your Account — including wagers placed, deposits made, and withdrawals requested — is your sole responsibility, regardless of whether such activity was authorized by you. panalibet will not be liable for any losses arising from unauthorized access to your Account that results from your failure to maintain the security of your credentials.

• You must notify panalibet immediately if you suspect unauthorized access to your Account or if your login credentials have been compromised.
• You must use a strong, unique password for your panalibet Account and update it regularly.
• You are encouraged to enable two-factor authentication, which is available to all registered players via the Account Security settings.
• panalibet will never ask you to provide your password via email, SMS, or live chat. Any communication requesting your password should be treated as fraudulent and reported to our support team immediately.

panalibet reserves the right to suspend or lock an Account if unusual or suspicious activity is detected, pending investigation. We will notify the Account holder via their registered contact details as soon as practicable following any such action.

All financial transactions on the panalibet Platform are conducted in Philippine Peso (PHP / ₱). panalibet supports the following deposit and withdrawal methods for Philippine players:

• GCash — Instant deposits; withdrawals processed within hours.
• PayMaya — Instant deposits; withdrawals processed within hours.
• BPI Online Banking — Deposits and withdrawals processed within 1 business day.
• BDO Online Banking — Deposits and withdrawals processed within 1 business day.
• Metrobank — Deposits and withdrawals processed within 1 business day.

The minimum deposit amount is ₱100. Minimum withdrawal amounts and any applicable processing thresholds are displayed within the Cashier section of your Account. panalibet does not charge fees on deposits or withdrawals; however, your payment provider may apply their own transaction fees, for which panalibet bears no responsibility.

Withdrawals are subject to identity verification. panalibet reserves the right to request additional documentation before processing any withdrawal request, including proof of identity, proof of address, and proof of ownership of the payment method used for deposits. This is a standard anti-money laundering procedure required under Philippine financial regulations.

panalibet reserves the right to reverse a withdrawal request and return funds to the Player's Account wallet if the withdrawal cannot be processed due to technical issues, failed verification, or suspected fraudulent activity. In such cases, the Player will be notified and given the opportunity to resolve the issue.

panalibet offers various bonuses and promotional offers to registered players from time to time, including but not limited to welcome bonuses, reload bonuses, cashback programs, free bets, and tournament prizes. All bonuses are subject to the following general conditions, in addition to any specific terms published on the relevant promotion page:

• Bonuses are available to eligible players only. panalibet reserves the right to determine eligibility at its sole discretion.
• Each bonus offer may only be claimed once per player, per household, per IP address, and per payment method, unless otherwise stated.
• Bonus funds are credited to a separate bonus wallet and are subject to wagering requirements before they can be converted to withdrawable real money funds.
• Wagering requirements, eligible games, minimum odds, time limits, and maximum bet restrictions applicable to each bonus are specified in the individual promotion terms.
• panalibet reserves the right to modify, suspend, or withdraw any bonus or promotion at any time without prior notice.
• Any attempt to abuse, exploit, or circumvent bonus terms — including but not limited to the use of multiple accounts, coordinated betting, or systematic exploitation of promotional mechanics — will result in the forfeiture of all bonus funds and may result in Account suspension.

Players who have self-excluded or set deposit limits on their Accounts are not eligible to receive or use bonus funds during the period of their self-exclusion or limit restriction.

All bets placed on the panalibet Platform are subject to the specific game rules and betting regulations applicable to each product, as published within the Platform. The following general betting rules apply across all panalibet products:

• All bets are final once confirmed. panalibet does not accept requests to cancel or amend a bet after it has been placed and accepted by the system, except where expressly permitted under specific game rules.
• Minimum and maximum bet limits apply to all games and betting markets. These limits are displayed within each game or market and may be adjusted by panalibet at any time without prior notice.
• In the event of a technical failure, disconnection, or system error during a game or betting session, panalibet will endeavor to resolve the issue fairly. Bets affected by verified technical errors may be voided at panalibet's discretion.
• panalibet reserves the right to void any bet that was placed at an erroneous price or odds due to a manifest error, regardless of whether the bet has already been settled.
• Winnings from settled bets are credited to the Player's Account wallet promptly following settlement. Settlement times vary by game type and are specified within the relevant game rules.
• For live casino games, the result determined by the live dealer and confirmed by the game system is final. No disputes regarding live dealer decisions will be entertained after the game round has been closed.

The following activities are strictly prohibited on the panalibet Platform. Engaging in any prohibited conduct may result in immediate Account suspension, forfeiture of all funds, and referral to the relevant Philippine authorities:

• Collusion: Coordinating with other players to gain an unfair advantage in any game or betting market, including but not limited to chip dumping in poker or coordinated sports betting.
• Use of Automated Software: Using bots, scripts, artificial intelligence tools, or any automated software to place bets, interact with games, or exploit the Platform in any way not intended for human players.
• Exploitation of Errors: Deliberately exploiting software bugs, pricing errors, or system vulnerabilities to gain an unfair advantage. Players who discover such errors are required to report them to panalibet support immediately.
• Money Laundering: Using the panalibet Platform to launder money or conduct any financial transaction that violates Philippine anti-money laundering laws, including Republic Act No. 9160 as amended.
• Fraudulent Chargebacks: Initiating fraudulent chargeback requests with a payment provider after funds have been used for wagering on the Platform.
• Identity Fraud: Registering an Account using false identity information, impersonating another person, or using another person's payment method without their explicit consent.
• Underage Gambling: Registering or attempting to register an Account if you are under 21 years of age, or facilitating access to the Platform by a person under 21.
• Arbitrage Betting: Systematic exploitation of promotional offers or odds discrepancies across multiple accounts or platforms in a manner that constitutes abuse of panalibet's commercial terms.

All content on the panalibet Platform, including but not limited to the panalibet brand name, logo, website design, graphics, text, software, game interfaces, and promotional materials, is the exclusive intellectual property of panalibet or its licensed content providers and is protected under applicable Philippine and international intellectual property laws.

You are granted a limited, non-exclusive, non-transferable, revocable licence to access and use the panalibet Platform solely for your personal, non-commercial entertainment purposes. This licence does not permit you to:

• Copy, reproduce, distribute, or publicly display any content from the Platform without prior written consent from panalibet.
• Modify, adapt, translate, reverse engineer, decompile, or disassemble any software or technology underlying the Platform.
• Use the panalibet brand name, logo, or any associated trademarks in any manner that could cause confusion or imply endorsement without express written permission.
• Scrape, crawl, or systematically extract data from the Platform using automated tools.

Any unauthorized use of panalibet's intellectual property may result in legal action under Philippine law. All rights not expressly granted in these Terms are reserved by panalibet.

To the fullest extent permitted by Applicable Law, panalibet's total liability to you in connection with your use of the Platform — whether arising in contract, tort, negligence, or otherwise — shall not exceed the total amount of real money funds deposited by you into your Account during the thirty (30) days immediately preceding the event giving rise to the claim.

panalibet shall not be liable for any of the following, whether direct, indirect, incidental, consequential, or punitive:

• Loss of profits, revenue, or anticipated winnings arising from your use of or inability to use the Platform.
• Losses arising from interruptions, delays, or errors in the Platform caused by circumstances beyond panalibet's reasonable control, including but not limited to internet outages, power failures, natural disasters, or acts of government.
• Losses arising from unauthorized access to your Account resulting from your failure to maintain the security of your credentials.
• Losses arising from your reliance on information, odds, or data displayed on the Platform that contains errors or inaccuracies.
• Any indirect or consequential loss of any kind, even if panalibet has been advised of the possibility of such loss.

panalibet collects, processes, and stores personal data in accordance with our Privacy Policy, which is incorporated into these Terms by reference. By registering an Account, you consent to the collection and processing of your personal data as described in the Privacy Policy.

Your personal data is used for the following primary purposes:

• Account registration, verification, and management.
• Processing deposits, withdrawals, and other financial transactions.
• Complying with PAGCOR regulatory requirements, anti-money laundering obligations, and other Applicable Law.
• Providing customer support and responding to your enquiries.
• Sending you promotional communications where you have opted in to receive them.
• Detecting and preventing fraud, collusion, and other prohibited conduct.

panalibet is committed to promoting responsible gaming and providing tools that help players maintain control over their gambling activity. The following responsible gaming tools are available to all registered players via the Account Settings section of the Platform:

• Deposit Limits: Set daily, weekly, or monthly limits on the amount you can deposit into your Account.
• Session Time Reminders: Receive notifications after a specified period of continuous play.
• Cooling-Off Periods: Temporarily suspend your Account for a defined period of between 24 hours and 6 weeks.
• Self-Exclusion: Permanently or indefinitely exclude yourself from the panalibet Platform. Self-exclusion requests are processed within 24 hours and cannot be reversed during the exclusion period.
• Reality Checks: Receive periodic on-screen reminders of the time elapsed and net gaming activity during your current session.

panalibet reserves the right to suspend, restrict, or permanently close any Account at any time, with or without prior notice, in any of the following circumstances:

• Breach of any provision of these Terms & Conditions.
• Failure to satisfy identity verification or age verification requirements within the specified timeframe.
• Suspected fraudulent activity, money laundering, or collusion.
• Use of prohibited software or automated betting tools.
• Provision of false or misleading information during registration or at any subsequent point.
• Receipt of a self-exclusion request from the Account holder.
• Regulatory requirement or instruction from PAGCOR or any other competent Philippine authority.

Where an Account is suspended or closed due to a breach of these Terms, panalibet reserves the right to withhold any balance in the Account pending investigation. If the investigation confirms a breach, panalibet may forfeit the Account balance in accordance with these Terms and Applicable Law.

Where an Account is closed at the Player's own request and no breach has occurred, any remaining real money balance will be returned to the Player via their registered payment method within a reasonable timeframe, subject to identity verification.

These Terms & Conditions are governed by and construed in accordance with the laws of the Republic of the Philippines. Any dispute, controversy, or claim arising out of or in connection with these Terms, or the breach, termination, or invalidity thereof, shall be subject to the exclusive jurisdiction of the competent courts of the Philippines.

Before initiating any formal legal proceedings, you agree to first attempt to resolve any dispute with panalibet through our internal complaints procedure:

1. Submit a written complaint to our support team via live chat or by email at the address listed in the Contact section of these Terms.
2. panalibet will acknowledge your complaint within 48 hours and provide a substantive response within 14 business days.
3. If you are not satisfied with panalibet's response, you may escalate the matter to PAGCOR's player dispute resolution process in accordance with PAGCOR's published procedures.

Nothing in this clause shall prevent either party from seeking urgent injunctive or other equitable relief from a court of competent jurisdiction where necessary to prevent irreparable harm.

panalibet reserves the right to amend, update, or replace these Terms & Conditions at any time. When material changes are made, panalibet will notify registered players via email to their registered address and/or via a prominent notice on the Platform at least 7 days before the changes take effect, except where immediate changes are required by law or regulatory instruction.

The most current version of these Terms will always be accessible at panalibet.asia/terms-conditions. The "Last Updated" date at the top of this document reflects the date of the most recent revision.

Your continued use of the panalibet Platform following the effective date of any amendment constitutes your acceptance of the revised Terms. If you do not agree with the amended Terms, you must cease using the Platform and may request Account closure in accordance with Section 13 of these Terms.
